Trial Ordered For Parolee On Sex Assault Charge 9-13-2010

A Huron County judge has found enough evidence against a five-time parolee to bound him over to circuit court to face trial.
Keith W. Bullard, 41, of Owendale, was arraigned again on Monday on a charge of first-degree criminal sexual conduct with a person younger than age 13 and a charge of second-degree criminal sexual conduct. Media outlets are reporting that person is a 5-year-old child.
Bullard was originally arrested and arraigned in May on the charge of first-degree criminal sexual conduct with a person younger than age 13, as well as the second-degree criminal sexual conduct charge.
Bullard is currently being held at the Huron County Jail on the two charges.
The charges are the latest in a long line of brushes with the law.
Bullard has been in prison on and off since 1987 on five convictions for breaking and entering, armed robbery and various drug counts.
Huron County Sheriff Kelly Hanson said Bullard was out on parole when the alleged sex assault occurred.
“Don’t you think there was some kind of indication that this individual was not playing up to what he promised?” Hanson said at the time of Bullard's last arrest. “Basically he promised the parole board that 'I’m going to behave.' Well, he didn’t behave.”
Hanson said Bullard only served 15 months of his last sentence and said he should have been kept in a state prison until 2030.
“If he was still in prison, which he should have been, he wouldn’t have been able to do this because he would still have been incarcerated,” said Hanson.
State prison officials told WNEM TV5 in May that it’s impossible to know when a former will re-offend.
They also pointed out that Bullard served his minimum sentence the last time around.
If Bullard is convicted on the rape charge, he could face life in prison.
