New Public Safety Manager Lays Out Plans 12-07-2010

Saginaw named a new assistant city manager for public safety.
Phillip Ludos will start in January but he’s already been briefed on the budget. Ludos also has an office waiting for him in the Saginaw Police Department.
“I look forward to meeting him. I look forward to working with him,” said Saginaw Chief of Police Gerald Cliff.
Ludos will oversee the police and fire departments. Both chiefs will work under him to run daily operations. Ludos’s focus will be on saving the city money.
“I've looked at this 2011 budget, what's already in place and what's been approved and looking at some of the projections, and the projections for Saginaw are really no different than many of the other cities of the same size under the same circumstances,” said Phillip Ludos.
There are different types of public safety systems. In some cities, police officers and firefighters are trained to do the same job. Other places see a consolidation of records and administration. TV5 asked Ludos if he knew any details about the city’s plan.
“That has not been specifically addressed. What they have addressed is the projected loss of revenues,” said Ludos.
City Manager Darnell Earley says he created the position because two separate departments are not viable.
“The idea of combining the two entities opens up a whole world of possibilities and I'm sure that those possibilities are all going to be positive for the city,” said Cliff.
Ludos calls himself a “change agent.” He starts Jan. 10. He is currently a public safety director in Greenacres, Fla.
