Ladwig told the Midland Daily News that officers are "held to a high standard" and the matter will be "investigated to its fullest extent."
The unidentified officer involved has been placed on paid administrative leave.
TV5's Jonathan Lowe spoke with the Midland County prosecutor's office and it said they would not be commenting on the case, only saying that "it's an ongoing investigation and the officer has not been officially charged."
