TV5 LOOKS AT THE STATE BALLOT QUESTIONS: PROPOSAL 12-1, A REFERENDUM ON PUBLIC ACT 4 OF 2011-- THE EMERGENCY MANAGER LAW
Our first edition of Campaign Cliff Notes looks at Public Act 4, the measure that authorized the Governor's appointment of an emergency financial manager in Flint and other communities. PA4 establishes criteria to assess the financial condition of local government units including school districts.
It also requires the emergency manager to develop financial and operating plans, which may include terminating union contracts, reorganizing the local government and determining how money is spent until the perceived emergency is resolved.
If you vote YES on this, it means you would uphold PA 4. You approve of the state's ability to offer early financial intervention to local cities and school districts that are struggling.
If you vote NO on this, you would be supporting the repeal of PA 4. That means you believe gives too much power to un-elected emergency managers and undercuts the authority of local elected officials.
