For years fixing the broken border has been a main talking point of every Arizona politician.

It's also been a challenge no one's really been able to tackle.

Department of Homeland Security Director Janet Napolitano says the border is the safest it's been in decades. But Gov. Jan Brewer has a different take.

"I believe it will be secure when we can go down there and speak to the ranchers and the ranchers tell us the border is secure and when we go down there and talk to law enforcement and they tell us that the border is secure," Brewer said.

Sen. John McCain put Arizona in the national spotlight with his involvement in a recent bi-partisan immigration plan. But he said it's a no-go without a stronger border.

McCain said at this point there is no way to gauge when the border is secure.

"We'll have to establish those metric and they are very difficult. Right now there are not enough sufficient metrics in order to make that assessment," McCain said.

McCain said he and other senators are working on establishing that set of metrics and hope to have it done within a month or so.
