PORTLAND, OR (KPTV) -
A 10-year-old child was left home alone in deplorable conditions, according to police, while his father was in jail on meth charges.
Portland police were called to an apartment at 12550 SE Powell Blvd. Wednesday on a report of a child left unattended.
The officers at the scene met with the 10-year-old boy and were invited into the apartment, according to court documents. The child told the officers his dad and his "stepmom" didn't come home the night before and he had been alone since Tuesday.
The officers said the home was covered with garbage, including food and dog feces on the floor.
One officer noted in his report that he couldn't stay inside for longer than about eight minutes due to the overwhelming stench. The second officer reported that in her 40 years on the job, "these were the worst conditions she has seen."
There was no running water, according to court documents, a mattress on the floor with no sheets and three dogs, a cat and three small kittens. Police said the animals did not appear to have access to food or water.
Animal control officers were called out to take care of the animals.
The child told police he had not eaten that day, so the officers gave him food.
Police located the child's father, Brian Parmentier, 40. He had been arrested, along with his girlfriend, Jamie Bergen, 32, on charges of possession of methamphetamine.
Bergen, also known as Sarah Call, told police she lives at the apartment and takes care of the boy "like a son." She also admitted knowing the child was alone all night and that conditions are bad inside their home.
Parmentier, according to court documents, said he felt his son was old enough to stay home by himself.
They are both now facing charges of criminal mistreatment and animal neglect.
