PD: Hamden man arrested for screaming obscenities in field

NEW HAVEN, CT (WFSB) -

New Haven police arrested a 31-year-old man after he was seen yelling in a field for no reason and was found in possession of marijuana.

Officers were called to the of Winchester and Woodland avenues around 3 p.m. after a man, who was later identified Percy Penn Jr. of Hamden, was seen yelling by passers-by.

Officers noticed Penn standing in a field with an item in his hand, yelling obscenities and kicking his feet.

After Penn turned away from officers, he was told to drop the item, which turned out to be a Newport cigarette box.

Police seized three bags of marijuana as well as crack cocaine hidden in his sweat-band of his cap.

He was arrested and charged with several drug crimes.
