Officials on the Kaibab and Coconino national forests say they are planning to increase the fire danger level to extreme in the next two days.
Under extreme conditions, fires can start quickly, spread furiously and burn intensely.
Officials say direct attack of fires is rarely possible for firefighters and may be dangerous when dealing with such conditions.
The Arizona forests have already imposed fire restrictions.
On Saturday, they reminded visitors that campfires as well as charcoal, coal and stove fires -- even those in developed campgrounds -- are prohibited.
Smoking is also limited to enclosed vehicles or buildings.
In addition to the Stage II fire restrictions, the Kaibab forest in northern Arizona has closed the Bill Williams Mountain Watershed to the public due to the fire danger.
