House approves defunding Obamacare, votes to fund gov't through December

WASHINGTON, DC (RNN) - A bill that would temporarily prevent a government shutdown by shifting money away from President Barack Obama's new healthcare law has passed in the House.

The vote followed a debate on the bill that commenced Friday morning. The first step in this process was Thursday night when a separate vote in the Republican-controlled House approved the rules governing the debate.

The bill would free up money for federal agencies to continue operating when the new fiscal year begins Oct. 1.

"The House has been fighting to stop Obamacare since 2009," said House Majority Leader Eric Cantor, R-VA. "We said from the beginning this law will harm our economy, and were seeing our economy turn from a full-time job economy to a part-time job economy. It's up to the Senate to do their job and follow the House's lead."

House Majority Whip Kevin McCarthy, R-CA, said the bill was bipartisan, however, just one Democrat voted yes.

Funding through a stop-gap measure will keep the government open through Dec. 15, but will also leave budget funding at sequestration levels.

Passage of the bill in the House still does not guarantee a government shutdown.

It will now go to the Democratically controlled Senate, whose leaders have said they would not approve a bill that defunds the Affordable Care Act.

President Barack Obama has declared he will veto the bill in its current form, and Senate Majority Leader Harry Reid reinforced that position on Thursday.

"In case there's any shred of doubt in the minds of our House counterparts, I want to be absolutely crystal clear. Any bill that defunds Obamacare is dead, dead," Reid said.
