SAGINAW, MI (WNEM) -
It's been more than a year since six police officers were cleared in the controversial shooting death of Milton Hall last summer.
The shooting sparked outrage in the community and made national headlines. Now the victim's mother has filed a civil suit against the city of Saginaw.
"Well it's no surprise," said Brian Booker, reacting to the news that Milton Hall's mother has filed a civil lawsuit against the city and nine police officers. Booker is Jewel Hall's cousin and the family spokesperson.
"I talk to Jewel all the time and basically what she wanted from the beginning, she wanted to make sure there was justice for her son," said Booker.
Hall was shot and killed during a confrontation with Saginaw police on July 1, 2012. Hall was armed with a knife at the time of the incident.
"The family had real issues with the procedures and how things were done," said Booker.
The lawsuit accuses the officers involved that day of acting in concert with each other to cause the wrongful death of Milton Hall. It also says that they conspired to distort and conceal the actual facts and circumstances regarding Hall's death.
The suit also claims the officers lacked the proper training to deal with someone with mental illness.
Booker says Hall's mental health issues were well known to the department, and that is a big issue for the family.
"She is looking at the 4th Amendment rights, the American Disability Act," said Booker.
But former Saginaw Mayor Gary Loster believes the city has taken steps to improve the relationship between the police department and the community, and improve training with its officers.
"I believe with the implementation of the police advisory group, it's a start," said Loster.
Still, Booker says while those are good steps, a mother has still lost her son and is looking for justice.
"I want all the citizens to know, if it were your son, what would you do?" asked Booker.
