Resident protests Historic Commission with Christmas display

BAY CITY, MI (WNEM) -

Toy Soldiers and the Grinch have teamed up in a unique Christmas display on Center Road in Bay City -- but it's the words these characters are holding up that have some drivers scratching their heads.

Flanked by the characters are two hand-painted signs that read "Historic Board steals Christmas," and "Salute to Historic Commission Bullies."

Many motorists have been asking TV5 what the meaning is behind the display, so we set out to find the answer.

We tracked down the homeowner who created the display, Thomas Bock, to get the story straight from him.

"It's all about my civil right to protest and show I have a disagreement with the Bay City Historic Review Commission," said Bock.

The historic commission approves or denies homeowners requests to make changes to their property in the historic district where Bock lives.

"They did not like that I replaced my old deteriorated steps with steps made of treated wood, I didn't ask their permission and they didn't like that," said Bock.

Bock admits he neglected to get their permission before doing the work, but he says that shouldn't matter.

Meantime, we tried contacting the historical commission for their reaction to the display but City Hall was closed today, and the phone lines were disconnected due to the upcoming move.

Bock says his goal in creating his display is to show the board that they are overstepping their boundaries on how they interpret the city's historical ordinance.

"They are the Grinch that stole my Christmas and they need to realize they aren't helping citizens they are hurting them," said Bock.

As we've been reporting, City Hall officials are in the process of moving back into their offices in the historic city hall building from their temporary location. We will try reaching them again on Monday.
