State board denies convicted killer's release

A convicted killer who was looking at the possibility of parole will remain behind bars, at least for four more years.

The state parole board is going back on the decision to release convicted killer Clay Hayward from prison.

Hayward was found guilty of shooting and killing Bay City's Mark Schafer in 1992. But in December 2014, the Parole Board approved Hayward's release.

The Bay County Prosecutor's office filed an appeal, and a judge granted a stay on Hayward's release until further court action could be taken.

That motion criticized the Michigan Department of Corrections decision to release Hayward on parole and stated that no prisoner has an inherent right to parole and based on the nature of the killing, Hayward should not be released.
