Joel Strasz, of the Bay County Health Department, said a new life-saving spray is designed to counter heroin overdoses.

The spray is Naloxone or Narcan.

The two drugs work as an antidote for those suffering from an overdose. Emergency crews simply spray it into a victim's nose, and it can revitalize a patient, bringing them back to life.

"And what that does is stop an overdose in its tracks immediately," said Strasz. "There is an increase in the incidence of overdoses in most of the communities that we serve."

Jason McDonald is familiar with the Narcan kit. His MMR staff in Saginaw already use it, and he said if the state makes this a mandate, it will certainly save lives.

Narcan is expected to become a requirement in October 2015.
