Bay City said a court ruling from nearly two years ago has led to an increase of beggars.

“Sometimes people help you out, sometimes you don’t do so good,” said Kevin Gaudio, panhandler.

Gaudio said he has mental health issues and can’t hold down a hob. He said he’s trying to support his two children, ages 8 and 9, the best way he can.

Gaudio believes no one should have a problem with what he does.

“I do get supplemental security, but it’s not enough to support the kids and take care of my needs and their needs,” Gaudio said.

Meanwhile, other Mid-Michigan residents said panhandling is a problem.

“I think they need to have more permits and stuff for it,” Justin Kolka said.

Kolka works near the busy intersection of Euclid and Midland streets. He said there are too many panhandlers around there.

However, Kolka believes he can coexist with them.

“As long as he leaves me alone it don’t both me,” he said.

No one from the city was available to comment on the impending new ordinance.

As for Gaudio, he doesn’t think there should be any law preventing him from trying to get a few extra bucks.

“I think I should have the right to feed my kids and things like that,” he said.
