City cracks down on panhandlers

BAY CITY, MI (WNEM) -

A Mid-Michigan city is cracking down on panhandlers.

In a 6-1 vote Monday night, Bay City City Commissioners passed an ordinance that limits the time people can beg. The measure also prevents panhandlers from going into streets to ask for money and makes it illegal to ask for a hand-out within 50 feet of ATM’s and outdoor eating.

Bay City Mayor Christopher Shannon said “"It's the best thing for public safety. We have a lot of charitable organizations and other agencies, government agencies, to address the symptoms of this problem."

Although panhandling is protected under t he 1st Amendment, a court ruling gives communities some wiggle room in setting rules to govern it.
