Parolee's crime spree begs questions of parole system

Police said Gregory Allen Rose broke into a Midland County home, murdered the owner and set her house on fire.

It happened not long after Rose, a parolee, cut off his tether early last Thursday morning.

Chris Gautz is with the department of corrections.

"It's something we take very seriously and it's why we have an entire unit dedicated to it," Gautz said.

He said as soon as someone removes their tether authorities are alerted.

"He was on a tether so we had electronic monitoring of him so as soon as he cut that off it immediately sends a ping to our surveillance center. So we knew immediately it had been disconnected," Gautz said.

Midland County Sheriff Scott Stephenson said his department was also made aware.

"At that point they sent some folks out from the department of corrections in conjunction with us to search the last known area where Mr. Rose was," Stephenson said.

Police and other authorities weren't able to catch up to Rose until several days later. He was arrested Monday in Minnesota.

It has some wondering if a parolee with Rose's long criminal history cuts his tether and walks away, shouldn't more be done to notify the public.

“If they're that dangerous, why are they out of jail or prison in the first place,” Stephenson said. “If it's somebody who committed such a bad crime why aren't they still in prison.”

Stephenson said it's not common for parloees to tamper with their tethers, but when it does happen, officials do their best to respond quickly.

“Usually when they do cut it off, we are alerted right away and you have law enforcement looking right now for the people,” Stephenson said.
