Gravesites are covered with wood or submerged in water has upset a mourner.

Jaime Ware called TV5 to share what he saw at the Forest Lawn Cemetery.

The conditions around some sites to be in disarray.

And now Ware wants answers.

"I'm disgusted and I can only feel for the other families of all the other people not just my friend's family," Ware said. "I mean there's got to be 12-14 graves there that are just have leaves or not anything over them."

The city said this is actually normal for this time of year.

Once the ground thaws more come springtime, they'll be able to clean things up.

They said this is a routine annual process and to not be alarmed.
