BAY CITY, MI (WNEM) -

Firefighters are on the scene of an apartment fire in Bay City.

Crews were called to Norshire Apartments, an 8-10 unit building at 18th and Farragut at around 11 a.m.

Firefighters say the fire started in one of the upper units, but it's not clear exactly what sparked it.

Heavy smoke was pouring from the building, and at one point fire officials asked bystanders to step back because the wind was blowing the smoke into the crowd.

Officials believe everyone made it out ok, but are still working to reach out to the tenants they believe were at work during the fire.

The building is expected to be a total loss.

Bay County Central Dispatch is advising drivers to avoid the area.
