Authorities: Report of man tossing girl in river fabricated

MOUNT CLEMENS, Mich. (AP) -

Authorities say they've determined a report that a man picked up a girl and tossed her into a suburban Detroit river was fabricated.

The Macomb County sheriff's department says Friday it will ask prosecutors to drop felonious assault charges brought against 48-year-old Frank Smoger of Mount Clemens.

The department initially was told the girl and her brother were walking June 22 along a boardwalk when she was thrown into the Clinton River in Mount Clemens. The girl described her attacker to deputies, who later found an intoxicated man nearby.

The department says an independent witness came forward and detectives learned the girl actually had been swimming in the water when Smoger fell in and accidentally hit her. They say the girl is 9 years old but told authorities she's 13.
