A 74-page Michigan State Police report shows Branch County Prosecutor Ralph Kimble has been the focus of two investigations - both accusing Kimble of sexually assaulting a courthouse employee and threatening others.

The report said in one case, Kimble put an employee's hand on his erect penis saying, "you are getting little Ralphie excited."

The reports include interviews with eight different people, with eight different accounts of threatening behavior.

"He started talking about the size of his penis. As it continued, I asked him to stop and he refused to stop,” a victim told our affiliates at WWMT.

"I feel like at every corner we're being told, we don't have jurisdiction over him. He answers to someone and I want to know who that person is because he's running loose in Branch County and people are terrified to go to work every day,” another victim said.

Branch County Judges Brent Weigel, David Coyle, William O'Grady, Kirk Kashian and Referee John Howard conducted their own investigation which found "there is evidence of behavior that may violate Michigan rules of professional conduct as well as title seven of the civil rights act."

The judges then asked Michigan State Police to investigative.

State police conducted their own investigation which found more evidence of potential misconduct.

The state police report shows Kimble used county funds to purchase a gun for personal use.

Kimble open carried that gun at the courthouse until the judges revoked that privilege.

Kimble is also accused of trading sexual favors for leniency in criminal cases.

MSP requested charges from the attorney general's office.

Those charges were denied because the witness refused to cooperate.
