Man charged with stalking woman at Target

A Saginaw County man has been charged, accused of stalking a woman at Target.

Kurt Fulton, 43, was charged with aggravated stalking after an incident on Aug. 4.

Saginaw County Sheriff Bill Federspiel said Fulton placed a laptop computer under the tire of a 25-year-old woman’s vehicle after she went into the Target on Tittabawassee Road in Kochville Township.

Federspiel said when the woman backed out she hit the laptop, which made a noise, and she got out to investigate.

That’s what Federspiel said Fulton was after; as he was sitting nearby waiting to watch the woman bend over and examine what happened.

"A lot of times these ladies would bend over to look. He was looking with binoculars," Federspiel said. "Very, very creepy unacceptable behavior."

Federspiel said their investigation led them straight to Fulton.

Federspiel said Fulton has already faced aggravated stalking charges in Saginaw County. He served time but was not required to register on the sex offender registry.

"Several years ago we charged this individual with aggravated stalking for doing the same type of thing," Federspiel said.

He said incidents involving Fulton date back to 2004.

Federspiel would not go into many specifics regarding the case, only saying by definition aggravated stalking is when a person repeatedly harasses another individual causing that individual to feel terrorized, frightened and intimidated,

"If you're looking up aggravated stalking under the law and the elements of that crime that should tell you pretty much everything what we're going to prove in court," he said.

Federspiel said he also knows of similar cases happening in different places across Mid-Michigan.

The department is asking if anyone else was approached by Fulton to give them a call at 989-790-5456.
